The developer of the Esplendor Bay Hotel in Bay Harbor Islands obtained a $23.09 million construction loan. Bay Village Condos LLC, an affiliate of Dario Elrich’s Blue Sky Group, received the mortgage from Texas-based Hall Bay Harbor Islands.
